The National Association of Managed Care Regulators (NAMCR)
The National Association of Managed Care Regulators (NAMCR) is an organization comprised of both
regulator members and associate industry members. Originally known as the National Association of
HMO Regulators (NAHMOR), the organization was established in 1975. NAMCR continues to provide expertise
and a forum for discussion to state regulators and managed care companies about current issues facing
managed care. NAMCR has also provided expertise to the National Association of Insurance Commissioners
(NAIC) in preparation of NAIC Model Acts used by many states. The NAMCR Position Paper on Downstream
Risk and Delegation was used extensively by the NAIC in its recent revisions to the HMO Model Act.
NAMCR also worked with the NAIC in the original development of the HMO orange blank and creation of
solvency indicators which now have evolved into the Health Blank and FAST ratios for Health Entities,
respectively.
Our regulator members mainly come from state insurance or health departments. We are also seeking membership
from Federal agencies such as CMMS to gather more involvement from staff persons with Medicaid/Medicare
expertise. In addition to regulators, associate (non-voting) membership is available and encouraged for
industry personnel.
